The Cement-Treated Base (CTB) layer sits directly above the Cement-Treated Sub-Base (CTSB) and serves as the primary load-bearing bound layer in semi-rigid pavement structures. Compared to sub-base courses, the CTB layer demands higher target compressive strengths, tighter aggregate grading tolerances, and strict placement controls to sustain heavy axle loads while preventing reflective cracking in upper bituminous courses.

2. Detailed Execution Phases

Phase 1: Source Validation & Material Testing

The contractor sources aggregates and OPC binder from certified quarry facilities. Material suitability is validated through comprehensive laboratory screening:

  • Coarse & Fine Aggregates: Mechanical testing including Gradation, Liquid Limit (LL), Plasticity Index (PI), Plasticity Modulus, Uniformity Coefficient, and Water Absorption.
  • Combined Blend Gradation: Sieve analysis to verify aggregate skeleton stability.
  • Proctor Parameters: Standard Heavy Compaction testing (Modified Proctor) to pinpoint Maximum Dry Density (MDD) and Optimum Moisture Content (OMC).

Phase 2: Underlying Sub-Base Verification & Edge Confinement

CTB laying cannot proceed without formal sign-off on the completed Cement-Treated Sub-Base (CTSB).

Prerequisite Inspection: If the underlying sub-base exhibits surface damage, level deviations, or insufficient curing strength, corrective action must be completed before CTB placement. Lateral shoulders must be placed and compacted concurrently to prevent edge shear failure during heavy roller compaction.

Phase 3: Plant Mixing, Spreading & Compaction Time Envelope

CTB materials are batched in a central pugmill plant to maintain uniform cement distribution. Moisture levels are adjusted to OMC to (OMC + 2%) to account for environmental evaporation during transit.

Strict 2-Hour Hydration Window: Final rolling and density achievement must be finished within 2 hours (120 minutes) of initial water injection at the mixing plant. Delayed compaction breaks developing cement hydration matrixes, leading to permanent loss of structural Unconfined Compressive Strength (UCS).

Phase 4: Level Tolerances & Quality Control Acceptance

The laid surface is evaluated with survey levels and templates for cross-fall and longitudinal grade compliance. Field density (sand replacement or calibrated nuclear density gauges) and 7-day UCS values are verified:

Failure Recovery Loop: If compaction or strength checks fail the specified criteria, the affected segment must be scarified, removed from the roadbed, and replaced with fresh plant-mixed material.
