Governmental Procedure for Approval of Plan & Profile (P&P)
in EPC Road / Highway Projects (India)

This document explains the standard governmental procedure followed in India for approval of Plan & Profile (P&P) drawings under Engineering, Procurement and Construction (EPC) mode road projects as per MoRTH, NHAI and State PWD practices.

2. Preliminary Plan & Profile Before Tender

Prepared by Authority or its Consultant and included in tender documents:

• Preliminary alignment
• Topographic survey
• Longitudinal profile
• Typical cross-sections
• Junction layouts
• Drainage concept
• Land acquisition plans

These drawings act as Reference Alignment only. Final responsibility lies with EPC Contractor.

3. Award of EPC Contract

After award, EPC Contractor becomes fully responsible for:

• Detailed survey
• Geometric design
• Pavement design
• Structural design
• Final Plan & Profile

This is with reference to your submission of Draft Plan & Profile (P&P) drawings for the above-mentioned project vide your letter no. __________ dated __________ and subsequent revisions based on observations of the Independent Engineer / Authority Engineer.

The Plan & Profile drawings have been examined by the Independent Engineer / Authority Engineer and found to be in conformity with the provisions of the EPC Agreement, Manual of Specifications & Standards, relevant IRC Codes and MoRTH Specifications.

Accordingly, the Plan & Profile (P&P) drawings as per enclosed list are hereby approved for construction (AFC) for execution of works under the subject project.

You are requested to ensure that construction is carried out strictly in accordance with the approved drawings and contract provisions. Any deviation from the approved alignment, profile or geometry shall require prior approval of the Competent Authority.

This approval does not relieve the EPC Contractor of his responsibilities for correctness of design, safety, stability and performance of the works as per the contract.
