A. Proposal Receives from User Department

Information necessary for submitting Proposal to The Chief Architect for obtaining Layout and detailed plans:

  1. Demand Letter mentioning requirements, sanctioned posts and their pay scale (As per 5th pay commission).
  2. Availability of Land with User Department.
  3. 7/12, 8/A, Property Card of concern land.
  4. Layout from Town Planning if plot lies in Nagar Parishad / Municipal area, Grampanchayat area.
  5. Information about Adjacent road.
  6. Special requirements, if any, as per working pattern of User Department and use of Building.
  7. Actual site visit to inspect site conditions.

B. Proposal for Layout and Detailed Architectural Drawings

  • After receiving complete information and necessary related documents, plans, from user department, comprehensive proposal is prepared at office of The Executive Engineer, in a prescribed format provided by The Chief Architect, P.W.D. and submitted to his office.
  • User department has to ensure or to obtain necessary permission from Government before demanding for construction of new building for Administratively approval (vide letter No. BDG-1092/No.94/bldg-1, Dated : 23rd April 1993.) (attached G.R.)*
  • Proposal shall be submitted as per check list for Layout & Detailed Architectural Drawing to The Chief Architect, P.W.D. (attached Check list)*

C. Preparation of Estimate for Administrative Approval

  • After receiving layout plan with proposed built up area required to be constructed from The Architect Office, P.W.D., the same shall be counter signed by competent authority of user department, as an approval. These layout plans are again submitted to Office of The Architect, P.W.D. for their office record.
  • If building plans are not type plans, a scrutiny committee meeting is arranged at Office of The Chief Architect in which competent authority of user department, Executive Engineer of concerned division, Executive Engineer Electrical participates the meeting to finalize the requirements of the User Department. After scrutiny committee meeting, detailed Architectural drawings and plans are prepared at Office of The Chief Architect.
  • Block Estimate is prepared on the basis of layout plan and area to be constructed as per requirement of user department for Administrative Approval.
  • Construction cost is considered on Square Meter basis as per type of building for estimate for the Administrative Approval.
  • Block Plans & Estimate is sent to the user department by P.W.D. for Administrative Approval and further it is submitted to the Govt. though proper channel of user department.
  • If the estimated cost of the work is below 5.00 Crore, it is sanctioned by User Department at Mantralaya, after confirmation and approval of P.W.D., Mantralaya.
  • If the estimated cost of the work is more than 5.00 Crore, it is sent for Approval of Secretary Committee. The committee is headed by Hon. Chief Secretary, Govt. of Maharashtra and Hon. Secretary of User Department, Hon. Secretary Works P.W.D., Hon. Secretary Finance Department are the members of Secretary committee.
  • After approval of Secretary Committee, Administrative Approval is awarded to the work and Govt. Resolution is published by concerned department at Mantralaya.
  • Administratively approved work is then sent for Budgetary provision by User Department.
  • When work is included in State Annual Budget and financial provision is made, we prepare detailed estimate for technical sanction.

GENERAL DESCRIPTION
Introduction & Necessity :-
XYZ is district headquarter & one of the important cities in Kokan Region. As there is no sufficient Hostel Facility for Minority Community Girls, the District Collector, XYZ (Vide letter No. 439/2012 Dt. 21/11/2012) and Secretary, Govt. of Maharashtra (Vide letter No. 2012/164/8 Dt. 23/1/2014) requested submission of block plans & estimate for administrative approval. Therefore, this work is proposed.
BUILDING PROPER :-
The salient features of work are as under:
1) STRUCTURE :-
Construction of R.C.C. ground floor and first floor framed structure as per detailed drawings with R.C.C. footing, foundation comprising structure G+3.
2) SUPERSTRUCTURE :-
External wall 23 cm laterite stone masonry and partition walls with half brick are considered for construction.
3) FINISHING :-
Sand faced plaster for outer side and 20/12mm plaster with neeru finish for inside & ceiling is proposed.
4) COLOURING & PAINTING :-
1) For External face of Building 100% Weather Proof Acrylic Paint
2) For Internal wall Oil Bound Distemper
3) For Doors, Windows & M.S. Grill Oil Painting
5) DOORS AND WINDOWS :-
The doors and windows considered as per drawing approved by Architect to Govt of Maharashtra.
6) FLOORING :-
Flooring is proposed as per type drawing approved by Architect to Govt. of Maharashtra.
7) INTERNAL WATER SUPPLY :-
Provisions are as per type plan approved by Govt. Architect and as per requirement of site condition.

D. Preparation of Estimate for Technical Sanction (T.S.)

a) Information necessary for preparation of T.S. Estimate:

  • Detailed Architectural Drawings: With detailed specifications.
  • Layout Plan
  • Contour Plan of the land where the building is to be constructed.
  • Trial Pit Results: For strata classification and ensuring depth of foundation.
  • S.B.C. Report: Safe Bearing Capacity of the soil.
  • Detailed R.C.C. Design and Drawings: Ensure grade of concrete as per atmospheric conditions (IS 456:2000) – Attached Table.
  • Special Requirements: As submitted by competent authority of the user department.
  • Dismantling Existing Structures: If required for construction of new building (permissions from competent authority required).
  • Utility Shifting: Telephone lines, electric lines, pole shifting, if required (permissions required).
  • Cutting of Trees: If required (permissions required).

• While preparing detailed estimate, any deviations or necessary changes in detailed architectural drawing if required; it shall be conveyed to The Architect & due approval shall be obtained.

    1. Compound wall with gate, Security Cabin, if required by User Department.

    5. Rain Water Harvesting
    6. Fire Fighting System
    7. External Water Supply and Drainage System
    8. Internal Electrical Installation (Detailed Estimate may be obtained from Electrical Department)
    9. External Electrical Installation (Detailed Estimate may be obtained from Electrical Department)
    10. Vehicle Parking
    11. Internal Furniture, if required.
    12. Other Specialized work as per demand and necessity of user department.

 

FLOOR HEIGHT CHART :

1. Foundation

  • Excavation for Foundation:

    As per Trial Pit Results and Strata Classification, excavation up to a depth mentioned in R.C.C. Design.

    Items from DSR like Excavation in Soil, Soft Murum, Hard Murum, Hard Murum and Boulder, Soft Rock, and Hard Rock shall be considered.

    These items are measured on Cubic Meter basis. Sizes of the excavation pit may be considered as per sizes and type of foundation in detailed R.C.C. design.

  • Anti-Termite Treatment at Excavation Level:

    Completed item from DSR for treating bottom surface and sides of excavation in soil @ 5 liters of emulsion (1% Chlorpyrifos 20% F.C., ISI approved) diluted with 95 liters water, applied by high volume sprayer per sq. m. surface area with ten years guarantee bond as per I.S. 6313 (Part II 1981).

    Measured as per plan area of excavation.

  • P.C.C. at Foundation Level:

    Grade of concrete and thickness shall be as per detailed R.C.C. drawings.

    Measured on Cubic Meter basis.

  • R.C.C. Footing:

    Grade of concrete and sizes as per detailed R.C.C. drawings.

    Measured on Cubic Meter basis.

  • R.C.C. Column:

    Grade of concrete and sizes as per detailed R.C.C. drawings.

    Measured on Cubic Meter basis (Footing Top to Top of plinth beam).

  • Steel Reinforcement:

    As per detailed R.C.C. drawings, diameter and length of TMT Steel shall be considered for R.C.C. components. If drawings are unavailable, quantity shall be worked out on volumetric basis per kg/Cu.mt (attached wt. chart).

    Measured on Metric Tonne basis.

2. Sub-Structure (Plinth)

  • Excavation:

    Necessary excavation for external plinth beams. This item is measured on Cubic Meter basis.

  • R.C.C. Plinth Level Beams:

    Grade of concrete and sizes shall be considered as mentioned in detailed R.C.C. drawings. Length of beams shall be measured up to inside face of adjacent columns. This item is measured on Cubic Meter basis.

  • R.C.C. Columns:

    Grade of concrete and sizes shall be considered as mentioned in detailed R.C.C. drawings. Height of column shall be considered from plinth beam top to plinth top. This item is measured on Cubic Meter basis.

  • Masonry in Plinth:

    Stone/Block/Brick masonry shall be considered as mentioned in detailed specifications and architectural drawings. Height of masonry shall be considered from plinth beam top to bottom level of coping at given/assumed plinth level. This item is measured on Cubic Meter basis.

  • Coping:

    Grade of concrete and size shall be considered as mentioned in detailed R.C.C. drawings. Length of coping shall be measured up to inside face of adjacent columns. This item is measured on Cubic Meter basis.

    Note: Plinth level shall be finalized by the Office of the Chief Architect during execution.

  • Plinth Filling:

    This item includes filling in plinth by approved excavated material obtained from excavation. After backfilling in excavated trenches/pits, since material is available at site, only labor rate shall be applicable. This item is measured on Cubic Meter basis.

    1. After using approved excavated material for filling in plinth, if more material is required, contractor’s murum shall be used for filling.
  • Anti-Termite Treatment at Plinth Level:

    Completed item from DSR for treating bottom surface and sides of excavation in soil @ 5 liters of emulsion of 1% concentration of Chlorpyrifos 20% F.C., ISI approved conforming to I.S. 8944 (i.e., by diluting 5 liters of Chlorpyrifos 20% EC with 95 liters of water) and applied by high volume sprayer per sq. m. surface area, with ten years guarantee bond as per I.S. 6313 (Part II 1981). This item is measured on square meter basis of plinth filling area.

  • Soling:

    After watering and compaction of the filling in plinth, soling of trap/hard murum/laterite shall be provided to avoid settlement of flooring above. A 75mm lean cement concrete smooth finished damp proof treatment may be provided below soling if groundwater table is considerably high. This item is measured on cubic meter basis.

  • P.C.C. at Plinth Level:

    After soling, watering, and compaction, a plain cement concrete layer of required thickness as mentioned in Detailed Architectural Drawing shall be considered. This item is measured on cubic meter basis.

3. Super-Structure

  • R.C.C. Columns in Super-Structure:

    Grade of concrete and sizes shall be considered as mentioned in detailed R.C.C. drawings. Height of column shall be considered from plinth top to roof beam top. This item is measured on cubic meter basis.

  • R.C.C. Lintel Beam / Roof Level Beam:

    Grade of concrete and sizes shall be considered as mentioned in detailed R.C.C. drawings. Lintel beam shall be measured above any type of opening, i.e., windows, doors, etc. This item is measured on cubic meter basis.

  • R.C.C. Chajja:

    Grade of concrete and sizes shall be considered as mentioned in detailed R.C.C. drawings. Chajja shall be measured above any type of opening, i.e., windows, doors, etc. This item is measured on cubic meter basis.

  • R.C.C. Parapet:

    Grade of concrete and size shall be considered as mentioned in detailed R.C.C. drawings. Masonry parapet shall be constructed as per thickness and height mentioned in detailed Architectural Drawing. This item is measured on cubic meter basis.

    Grade of concrete and size shall be considered as mentioned in detailed R.C.C. drawings. This item is measured on cubic meter basis.

  • R.C.C. Canopy:

  • R.C.C. Staircases:

    Grade of concrete and size shall be considered as mentioned in detailed R.C.C. drawings. Slight height of each flight of staircase shall be considered. Item of R.C.C. waist slab shall also be included. This item is measured on cubic meter basis.

  • Steel Reinforcement:

    As per detailed R.C.C. drawings, diameter and length of TMT steel shall be considered for R.C.C. components. If R.C.C. drawing is not available at the time of detailed estimate, quantity shall be worked out on a volumetric basis of per kg/Cu.m.

  • Superstructure Masonry:

    Stone/Block/Brick masonry shall be considered as per detailed specifications in Detailed Architectural Drawings. Height of masonry shall be considered generally from coping top to bottom of roof level beam, with necessary deductions. This item is measured on Cubic Meter basis.

    3. Deduction Rules:

    Deductions for doors, windows, etc., i.e., openings, shall be made for the actual square opening at the frames, although jambs, sills, etc., may be splayed. No deductions shall be made for embedded portions of items like cornices, string courses, corbels, etc., which are paid separately on Running Meter basis. String courses, floors and roof slabs, sills, lintels, and portions of R.C.C. staircases, which are separately paid for, shall also be deducted.

Painting

Painting types shall be as mentioned in detailed specifications. Colour shades to be approved by the Chief Architect / Dy. Chief Architect.

i. External Painting

Waterproof cement paint or weatherproof exterior 100% acrylic (polymer base) emulsion paint.

ii. Internal Painting

Plastic emulsion paint or washable oil-bound distemper.

Fire Fighting Work

Fire Fighting Work shall be considered as mentioned capacity in detailed specification in Detailed Architectural Drawings.

e.g. ABC POWER MAP 50 – Capacity 2Kg, 4kg, 6kg, etc.

Or complete shower type fire fighting system as mentioned in detailed Architectural drawing and as per importance and use of building.

Clause 38:

While preparing detailed technical sanction estimate, if inadequate provisions are made due to lack of necessary survey and site verification or while execution of work estimated quantities may be or likely to be increased. If it is increased above 125% of estimated quantities, the relevant items shall be approved from competent authority. The contractor shall be intimated to execute the increase in quantities in written form.

For the purpose of operation of this clause, this cost shall be as worked out from D.S.R. prevailing at the time of acceptance of tender.

Quantities paid under clause 38 shall not be considered for calculation of price escalation payable to contractor.

Revised Estimate:

If the project cost likely to be increased above 10% of the administratively approved cost, competent authority and user department shall be intimated and revised estimate shall be submitted for revised administrative approval.
