1. Executive Summary & Structural Purpose

Plain Cement Concrete (PCC) and Reinforced Cement Concrete (RCC) form the structural bedrock for highway culverts, bridges, retaining walls, and rigid pavement slabs. Establishing strict quality control over material batching, fresh concrete workability, steel reinforcement fabrication, placement, and post-stripping inspection ensures structural integrity, target load capacities, and long-term serviceability.

2. Sequential Execution Guidelines

Phase 1: Constituent Material Qualification & Batching

Concrete constituents—cementitious materials, fine aggregates, coarse aggregates, mixing water, and chemical admixtures—are individually tested for compliance with relevant standards (e.g., IS 456 / IS 10262). Once approved, batching proportions and mechanical mixer cycle times are strictly verified to maintain batch-to-batch consistency.

Phase 2: Fresh Concrete Evaluation & Reinforcement Check

Freshly mixed concrete undergoes slump testing to verify target workability prior to discharge. Standard $150\text{ mm}$ test cubes are cast for 7-day and 28-day compressive strength determination. Concurrently, for RCC elements, reinforcement steel is inspected for bar size, spacing, lap lengths, cover block positioning, and binding tightness.

Workability Decision Gate: If slump tests fail to meet the specified target range, concrete cannot be placed. The mixing parameters or admixture dosages must be recalibrated.

Phase 3: Placement, Setting Time & Compaction

Following initial setting time verification, concrete is placed inside shuttering. Continuous mechanical vibration (using needle or surface vibrators) is applied to achieve maximum density and prevent honeycomb formation.

Phase 4: Post-Stripping Inspection & Defect Assessment

Deshuttering Audit: Upon formwork removal, concrete surfaces are audited for bleeding, aggregate segregation, and adequate compaction density. If compressive cube strength or field integrity fails structural thresholds, non-destructive testing (NDT) or corrective structural repair must be performed as directed by the Engineer-in-Charge.
